1. Data for life

The international competition aims to seek ideas, solutions, and products from young people in order to develop a digital government, society, and economy.

The event is co-organized by the National Population Data Center - Police Department of Administrative Management of Social Relations, Hanoi University of Science and Technology and Vietnam Television (VTV). VnExpress is the media sponsor.

2. Participants

All candidates, including Vietnamese citizens and citizens from other countries, can participate in the competition.

Members of the Organizers and Board of Directors are not allowed to participate in the competition.

3. Organizing the Competition

The Organizers provide open datasets (from legal public sources), along with a list of suggested topics (unlimited creative ideas);

Teams register to participate in an appropriate category, for example, Digital Government, Digital Society, or Digital Economy (can serve more than one pillar), with the name of the product idea;

The Organizers will provide a list of mentors to support competing teams in coming up with ideas and implementing products;

The Application screening round and Preliminary Round are held to select 10 teams to enter the Pre-Final Round (TOP10). Then the judges select 05 teams to enter the Final Round (TOP5) and award the Competition prizes.

4. The competition topics

a. Some suggested topics (teams can suggest other topics consistent with the competition theme):

  • Detect acts of fraud and identity fraud.
  • Evaluate credit scores for social security loans.
  • Assess the current state of the labor market and forecast employment demand in a specific area.
  • Assess the quality of human resources in a specific sector of the economy.
  • Assess the security, order, and social security of an area.
  • Develop vaccination maps to serve disease prevention.
  • Solutions to promote the effectiveness of online public services for people and businesses.
  • Solutions to improve the efficiency of public service processing for state agencies and officials performing their duties.
  • Detect, classify, track, and estimate traffic density.
  • Detect unusual traffic incidents.
  • Predict journeys and driving behavior.
  • Technical hardware solutions: equipment, machinery.

b. Provided Data:

The Organizing Committee provides and suggests several datasets for teams to use. Teams can also use private or other public datasets online. Provided and suggested datasets will be continuously updated here. Should you have any questions, candidates can join here to contact the organizers.

Datasets provided by the Organizers

  • Simulated population data: 10,000 data points (with 17 fields) of hypothetical individuals (not tied to any specific individual in reality).
  • Data on traffic accidents and traffic cameras (data from the Traffic Police Department, being used in the Traffic Safety Initiative Competition).

Datasets from organizations and businesses

  • Bus journey monitoring data in Hanoi.
  • E-commerce transaction data within 48 hours of an e-commerce platform (identification removed).
  • Satellite image data of the Hanoi area.
  • Traffic sign map.

Group of open data from legal and free sources online:

  • Q-Traffic traffic data.
  • DoTA unusual traffic incident data.
  • Vehicle detection and counting data from above.
  • METEOR journey data and driving behavior.
  • Drowsy driving data.

5. Competition Format (Attached Regulations)

a. Application screening round and Preliminary round:

  1. Application screening round

Individuals/teams participating in the competition submit their application documents, including:

  • Registration form here;
  • The description of the idea/product shows the reason for its creation, how it operates, highlights the idea or technological solution, and the results achieved when applying the idea/product into practice. (From here)
  • Explanatory videos/photos introducing ideas/products (if any).
  • Commitment to intellectual property rights and products that have never won awards in other competitions. (Form here)

Application submission:

  • Online: from July 10, 2024, to September 21, 2024.
  • From September 21 to October 17: The professional committee reviews applications to filter valid applications. After that, the judges will evaluate and select 30-40 of the most outstanding ideas/products to enter the Preliminary Round.

  2. Preliminary roundo

  • Online voting from October 18, 2024: ideas/products in Preliminary Round will be posted to the competition Landing Page on VnExpress. Readers will vote for their favorite ideas/products. Based on voting results, bonus points will be added to the total score at the Pre-Final Round. Only votes from the Vietnamese version will be recorded and valid by the organizers.
  • From October 18 to November 24, 2024: The judges will organize preliminary judging in Hanoi to select the 10 best ideas/products to enter the Pre-Final Round:
  • Competing teams come to the preliminary location to present their product ideas (product demos are not required);
  • Note: teams not in Hanoi can participate via online presentation and interview.
  • November 24, 2024: End of Preliminary Round:
  • The Organizers announced the list of 10 teams to enter the Pre-Final Round;
  • Each competition team will be assigned a reputable technology expert by the Organizers as a mentor to develop the product.

b. Pre-Final Round - TOP10 (expected date: November 25, 2024)

  • 10 competing teams (selected from the Preliminary Round) gather at the location designated by the Organizers to complete their ideas/products, as well as prepare demos and presentations under the direct guidance of the mentors;
  • In the afternoon, teams present their products (with demos) to the judges;
  • Presentation time is 6-8 minutes;
  • The judges evaluate and select 5 teams to enter the Final Round.

c. Final Round - TOP5 and Award Ceremony (expected date: November 26, 2024, recorded live at Vietnam Television studio)

  • Teams complete their products and present them to the judges. Presentation time is 6-8 minutes.
  • The judges conduct direct questioning of the competing teams, giving assessments of the teams' products.
  • Results announced at the Award Ceremony; Competition prizes include 1 winner (first prize), 1 runner-up, 1 third prize, and 1 consolation prize.

6. Prizes

01 First Prize: VND300 million.

01 Second Prize: VND50 millon.

01 Third Prize: VND30 million.

01 Consolation prize: VND10 million.

Award-winning certificate from the Program Organizers.

Other forms: Teams that win first, second, and third prizes will be supported to complete their products at the Innovation Center - School of Information and Communications Technology - Hanoi University of Science and Technology.
